Few questions …
When a brown scapular is received, as far as I know, the first one must be the original brown scapular made of fabric. That scapular must be blessed and every next one that is worn does not have to be blessed because the blessing is transmitted (except for medal - every new must be blessed).
What happens if someone when receiving a scapular, didn’t first receive the original scapular but a medal?
Is that valid enrollment?
Second, if it is valid even though it was received in the form of a medal what if someone wants to wear the original brown scapular? Should it be blessed first or the blessing is transferred from the medal?
 
There are others more knowledgeable about this than I, but I recall reading that you are correct in that the initial investiture should be with the cloth scapular and the medal is a later stand-in for that original cloth one. I don’t think that’s changed, but I’m open to correction. I don’t believe you can go in reverse (medal first).

I believe that the person should receive Scapular again if (I suppose it was invalid), but this time by the Carmelites, because this with medal was done by another priest who maybe didn’t make it by the rules completely.

However, I would love to hear more opinions or facts, I didn’t find any informations on possibility of this case.

I found it here just now
In 1910, Pope St. Pius X introduced a scapular medal which may be substituted in most cases for any of the various scapulars. Valid enrollment in the scapulars must, however, be made before the substitution.

So yes it is invalid to make enrollment with medal.
