I agree, there is nothing in the Rituale Romanum about three triple swings.
But the liturgical book “Holy Communion and the Worship of the Eucharist Outside of Mass” is part of the Rituale Romanum. This is clear from the title page in the Latin edition:

EX DECRETO SACROSANCTI OECUMENICI
CONCILII VATICANI II INSTAURATUM
AUCTORITATE PAULI PP. VI PROMULGATUM
DE SACRA COMMUNIONE
ET DE CULTU

So the Rituale Romanum does contain directions for Benediction.

Fortescue et al. are interpreters of rubrics where there is a dubium.

The fact is the Latin “ductus” is VERY ambiguous. It can mean either the familiar clink-clink, or each clink of the clink-clink, etc.

That’s where the triplex ductus problem arises.

As I previously mentioned, O’Connell includes in The Celebration of Mass the various clarifications and responses to dubia by the Sacred Congregation of Rites in 1900, and the Congregation’s indications as to who/what should receive single swings and who/what should receive double swings.

I think for that, rubricians based themselves on the chapter dealing with the procession for Corpus Christi. The Tantum Ergo onwards was madatory.

I found this same citations of the SCR in the American Ecclesiasitcal Review 1964. In the liturgical question section, someone asked:

I have noticed that some priests when incensing the Blessed Sacrament use three triple swings. Is this correct?

To which was replied:

Rubricans distinguish only 2 kinds of swings, the triple swing is not recognised, etc.
