Should children be blessed who come up during Communion?

We recently have been in a discussion with a group of our Catholic friends from Church regarding the practice of blessing children during communion. It seems like there are basically two camps: one who thinks it should be at the priest’s disgression and not that big of a deal and one who thinks that any straying from the rubrics is cause for concern. Would appreciate some thoughts on this.
