Yes, it does - in the Latin. But in the (current) English Missal it says: Then the deacon (of the priest) may add: Nothing about “appropriate” of anything else. It is translated as being optional.

Luckily that mistake is being corrected in the upcoming new translation:
Then, if appropriate, the Deacon, or the Priest, adds:
Let us offer each other the sign of peace.

As a side note: most of the Eastern Churches in Union do not have a congregational participation in the sign of peace.

It’s value as a sign exists, but the appropriateness is often questioned. I’ve heard one bishop say that he felt it only appropriate for smaller daily masses.
