Sin: Created or Dictated?

I have a question which may be directly answerable by Catholic teaching. However, I’m not a Catholic (or a Christian for that matter), so I’m not sure.

Did God decide what is a sin? Or did God simply tell us what is a sin? I suppose this comes down to right and wrong. Did God create/decide what is right and wrong, or is he simply the messenger? If he did not create/decide, what is right/wrong, how did he know the difference? Is it simply an inherent quality of every action? Et cetera, ad nauseum

God is love. (cf. 1 John 4:8;16) Anything that we choose to do that counters love of God or neighbor is sin. Sin is contrary to the very nature of love (God) and therefore moves us away from God. We are created and everything that God creates He creates good. It is by the gift of our free-will that we choose a temporary pleasure, or god if you will, to replace the love that God has to offer. Evil, which is the consequence of sin, is neither created or dictated by God. In fact, God’s will would be that all would love Him and neighbor but to dictate that would take away our free will and, in essence, make us robots.

We can choose to love God or to reject Him. That rejection is sin. Just like darkness is the absence of light, sin is the absence of love. While total darkness is the complete absence of light, a soul in mortal sin chose to be in the complete absence of God.
