Yes, God does. He still loves them, and that is part of why Hell is hellish. Those in Hell made the dramatic choice to live in a way that denies the love of God being the true source of happiness. Imagine their eternal wailing and gnashing of teeth now that they realize a life lived trying to escape God’s love has landed them in a state of being where they haven’t escaped God’s love but have rejected all that his love has to offer.
