Since the first seven ecumenical councils were convened by Emperors (and not the Church), are they legitimate?

A non-Catholic person suggested the early ecumenical councils of the Church were not authoritative since they weren’t even initiated by The Church, but rather by the Roman emperors. How do we defend the legitimacy of these councils?
 
They are legitimate because it does not matter who called the Council or asked for one. Those are practical issues that do not affect teaching. What is important about Ecumenical Councils is that all the world’s bishops teach on a matter of faith and morals in union with each other and the Pope. Who asked for a council or where it takes place are irrelevant.
