It failed to get the necessary 2/3 affirmative vote of the Latin rite bishops in order for it to be sent to Rome for the necessary recognitio. It’s more of an advisory document than a binding one. Unfortunately, the document also sends some very mixed signals because one section of it, where it speaks of additional tropes for the Agnus Dei, brings it into confict with Sacrosanctum Concilium, Musicam Sacram and Redemptionis Sacramentum, which prohibit adding things to the official texts of the prayers of the Mass.
