No, it isn’t common practice.
I don’t think that there is any actual requirement that vows be taken in a sacred place (such as a cathedral, church, chapel, etc.), nor in any particular place.
If the rules of that particular Order allow it (or perhaps even require it), then that’s the proper way to do it.
It isn’t the typical way of doing things, though.
