The short answer is “yes”.

How do you think the early Christians decided what to include in the canon?

“Sola scriptura” is ridiculous because human beings decided what books should, and should not, be included in scripture.So when someone tells me “I’m a bible Christian” or some such I always ask them how they know what the bible is.

Muslim legend notwithstanding this also applies to the koran and the ahadith. Human beings decided what was to be included and what was to be excluded.
