If someone uses Deuteronomy 18 to support Sola Scritura and goes against teaching that contradict written scripture, how do we respond. That means that if someone claims to have a message from the LORD, there is a test. How should a catholic respond to this?

There’s nothing in the book of Deuteronomy for Sola Scriptura. I do not understand how this chapter refutes the Catholic understanding of what the sources of Divine Revelation are.

Im not sure exactly what you mean. Are you under the impression that Catholic teaching can go against written scripture? If so you are mistaken. Catholic teaching is entirely based on the fundamental principle of non-contradiction. No Pope or Council has the power to contradict what was previously taught. It is Protestantism which claims to be able to do this.
