Is the solemnity of the most sacred heart of Jesus (which on this year falls on Fri, 8 June 2018) a holy day of obligation in any country?
 
No. The Holy Days of Obligation in the Western Church are listed in Can. 1246 §1. The Solemnity of the Most Sacred Heart of Jesus is not one of them.

Note also that not all of the HDOs listed in canon law are HDOs in every country. Each bishops’ conference can, with Vatican approval, suppress or transfer to Sunday “some” HDOs. This is covered by Can. 1246 §2.
