Does God allow us to grow lax in some devotions/practices/prayers in order that we may throw ourselves more fully into some we haven’t tried yet?

I believe so. I came into the Church about 12 years ago and I’m always discovering new devotions or practices that I’ll try if the need/interest is there. If I discern other practices or prayers aren’t fruitful, I’ll let them go. I do have one or two devotions that I don’t think I’ll ever give up, even when interest fails, because I believe they help strengthen my spiritual discipline.

We’re required to Mass on Sundays and Holy Days of Obligation.
We’re required to receive the other sacraments according to the precepts of the Church.
Everything else is extra.
Highly recommended, but left to our discretion.
Plus, we only have 24 hours in a day.
So if a devotion brought you closer to God in the past, but isn’t any longer, you’re totally free to try a different devotion.
Because it’s all about your relationship to God in the end.

Every denomination has its rules to maintain control over its members.
Just like in “Conan the barbarian” movie.
Thats not really what we are talking about here, but it’s certainly sociologically interesting!

I should specify, this question wasn’t about keeping the precepts of the church.
