I think that this will probably called the Cutie provision. It is interesting that this came out not long after the Cutie scandal broke.

It was my understanding that Canon Law already accounts for scandal, permitting the imposition of a “just penalty”.

Who enforces it? You can have a ton of laws and rules but if there is no enforcement, what good are they?
