Basically, this is what happenned: CTU has determined that the crucial information about the warhead was provided by a freelance Chinese nuclear scientist, who has since taken refuge in the Chinese consulate. Fearing a diplomatic row, David Palmer instructs Jack to get him out “by any means necessary” but covertly. With time running out and the Chinese taking their sweet time, Palmer authorizes Jack to push through. Jack and the team carries out a non-lethal attack and capture the scientist, who admits he knows where Marwan is. However, in the attack, the scientist is hit by friendly fire, and soon after his lungs fill with fluid, and he passes out.
Meanwhile, CTU surgeons are prepping Paul Raines for additional surgery, whose heart sac is filling with blood, when Jack and company bring in the Chinese. Jack demands immediate surgery because of the crucial information he has. At gunpoint, the surgeon abandons Paul and gets to work on the Chinese. Paul quickly destabilizes, and despite Jack’s best efforts, Paul dies. Audrey screams fire and brimstone at Jack, who stands there shocked.
