Sprinkling of water on congregation at Easter

Does this, along with the renewal of the baptismal vows by the congregation, cleanse sin in lieu of confession, granting the ability to receive communion? Does it have the same effect as a private confession? Someone mentioned something about this that my husband interpreted that way.
 
Venial sins can be forgiven in a variety of ways (a good act of contrition, reverent participation in Mass and Holy Communion, acts of charity, etc.). But serious sins must be confessed in the Sacrament of Reconciliation before one can receive Holy Communion. The sprinkling rite is a reminder of our Baptism, but it does not take away serious sin.
