So in life, someone comes up with an idea. Of course, if it’s good, someone will most likely work upon that idea.

Same with video games.

However, is it “stealing” if you make a game based upon another’s in terms of gameplay?

I’m guessing no. Because if that were the case, it’d be the same with inventions in real life. And we wouldn’t be that advanced.

Am I right?

I believe you are right. And you have to be or they would be sued for copyright infringement. I don’t know too much about video games, so I may be wrong in regards to what you mean by “gameplay.” Anyway, I think it depends to what extent they copy it. If they completely copy the game, then they will most likely be sued by the original game creator and it would be stealing. If they use the idea and build off of it and create their own, it is not stealing, in my opinion. It would be like a potato chip. If a potato chip looks similar to Ruffles, but is not their recipe, it is not stealing.
