The Altar and Its Surrounding Space?

Hi,
I have a question about the way a Catholic Church altar is arranged. At the Mass I have been going to, the altar area is elevated and separated at the sides and the back by rails (on the sides) and by a large metal structure, almost like a very tall and wide gate, which is made of metal cast statues of saints. All of these connect so that there is an unbroken semi-circle surrounding the altar area.

The choir stand either outside of the side rails, or behind the gate-like structure in the back. Is this an appropriate place for them to be, since they are outside of that circle I described?

I was just wondering what defines the altar and the space around it.
