How did the early church determine what books would be in the bible? What evidence or information did they use to figure out what goes in and what does not?

The bishops of the first councils looked at what had been the usage of the Church in all places and at all times. What books had been quoted from and by whom, what books had been used in worship, what books had been reverenced by the most holy and by the most learned, and what books had been approved by Rome. In other words they made an appeal to the Tradition of the Church. It was not final nor easy. It was a development in knowledge and understanding. The Holy Spirit truly working through frail human instruments. The Canon or list was finalised as a Dogma by Trent in the 16th century.
