The "head" liturgist

I was at a presentation at our parish and the priest was talking about parts of the Mass.

I don’t recall the pretext of my question but I posed it like thus: “I have friends that go to churches where they do some pretty interesting stuff and they love it. I have other friends that are horrified by what happens there. Are there some rules that a parish must follow?”

I was hoping for some comment on the GIRM.

Instead the priest said that the bishop was the head liturgist of the diocese, the pastor was the head liturgist of his parish and the priest was the head liturgist of the individual Mass.

Is that notion found anywhere? I’d like to ask him some more pointed questions but don’t want to be too aggressive and also want to have my ducks in a row.

Officially he is, but he often delegates and there is an full-time position in some parishes for the delegated duties to a layperson to help get everything done that needs to be done for the masses. Some priests are just the final say if questions come up and others prefer to have a word in everything that happens.
