I will give you the keys of the kingdom of heaven; whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven.

Why are the “keys” plural. Does this imply more than one grade of salvation? For example, do the Saints receive a higher order form of salvation than ordinary people?

Note that the Papal emblem, like on the flag of Vatican, has two keys, one gold and the other silver.
 
Perhaps it means that the pope has final jurisdiction in more than one area – that is, in doctrinal areas and in non-doctrinal areas.
The non-doctrinal would include the many regulations needed to run the Church properly (eg. rules to regulate the sacraments, judicial decisions, …). Altho non-doctrinal regulations can be changed, while a regulation is in effect it is “bound” in heaven also. Those living at the time are required to obey and will be judged by God/heaven accordingly.
 
Some believe it is the keys of the Old and New Covenant…the davidic key and the eternal key, temporal and eternal. Which are the two worlds in which the Church exists.
