Was Elijah the greatest prophet and if so, why? If not, who is considered to be the greatest prophet?

Yes, Elijah is considered the greatest of the OT prophets for his singular devotion to the uniqueness of YHWH and his defense of the moral nature of the Hebrews’ covenant with God. Much mention of him is made throughout both the Old and New Testaments. Note that he is the prophet who appears on the mount at the Transfiguration of Our Lord; he represents the prophets of the OT and Moses represents the Law. Their appearance with the Lord signifies Him to be the fulfillment of the Law and the Prophets.

Conversely, John the Baptist is often referred to as “the last of the Old Testament prophets” as he is the one who bridges the gap between the testaments, and has the honor of announcing the Messiah. Of him Jesus said
" What then did you go out to see? A prophet? Yes, I tell you, and more than a prophet. This is he of whom it is written, ‘Behold, I send my messenger before thy face, who shall prepare thy way before thee.’ I tell you, among those born of women none is greater than John; yet he who is least in the kingdom of God is greater than he." (Luke 7:26-28)
