I’m unconvinced because of two arguments I’ve seen adduced by other Catholics on this forum, which are, a) that by the time the last Book of the New Testament was written around 100 AD the church which Jesus Christ founded was already on its fifth successor to Peter; and b) that the Catholic Church gave the Bible to the world by fixing the Canon of Scripture around 397 AD.

So if the true Catholic perspective is that the Catholic Church instituted the papacy before it gave the Bible to the world then I think the most reasonable conclusion is that the papacy is sourced in Tradition rather than in Scripture.

In any case the verses cited by the Original Poster seem to me to have about as much connection with the institution of the papacy as Psalm 137 has with the Reform doctrine of Eternal Security, adding weight to the notion that the word “Scriptural” can mean just about anything.
