Forgiveness does not mean that we accept immoral behavior nor does it mean that we necessarily remove just punishment from the other person. Look at the sacrament of confession. We are forgiven by God but we still must fulfill justice in Purgatory.
Criminal acts are a sin against an individual and against society. We can make choices about how we treat the individual but society also has a right to treat the individual in the manner it finds just.
Treating persons with respect and love requires us to help them take true responsibility for their actions.
In the case of serious and sexual crimes we have a moral obligation to the victim, the individual and society to make sure they face proper justice.
