I recently heard something about how blessed items cannot be bought or sold, or how if they are, the blessing does not go with it. Does this just apply to buying/selling? What about gifts?

I would like to give blessed items as a gift, so that the blessing stays with the items even after the person receives them. Can I buy a rosary, green scapular, etc, and have them blessed BEFORE giving them to someone? I don’t have to wait to have them blessed until after I already give them to the person, do I? Thanks.
