Transubstantiation occurs only with the proper matter which is the host and the wine, and with the proper form which is the words of the priest saying “…this is my Body…this is my Blood…”

So, yes, it is limited to the host and wine.

A priest CAN NOT turn a building (nor anything except bread made from wheat, or wine made from grapes) into the Body of Christ.

He can bless a building and ask God’s protection of the people who enter it; that will not necessarily prevent sins from being commited there.

no, your question has been answered, the priest cannot confect anything other than bread and wine into the Body and Blood of Christ. The priest can certainly bless a buiding, conduct an exorcism (if authorized by the bishop), ask the Holy Spirit to come upon people there (not the building) but that is no guarantee anyone present may not exercise their free will and commit sin. The consecrated sacred species are not the literal Body and Blood of Christ, they are the Substantial Body and Blood of Christ, whole and entire, glorified and undivided, Body, Blood, Soul and Divinity.
