Tridentine Calendar & the Conversion of St. Paul

The Ordo for the Ordinary Form of the Mass says that this year (since it is the Year of St. Paul) the Conversion of St. Paul may be observed on Jan. 25, even though it falls on a Sunday. Is this true for the Extraordinary Form as well? If so, I assume that the Sunday is commemorated, even at sung Mass. Does anyone know where this permission was promulgated?

For the decree, see here. I’m not sure how it applies to the EF, but if at all the Mass of St. Paul is said, then the Sunday is commemorated.
 
For what it’s worth, the 2009 Ordo published by the FSSP lists January 25 as the 3rd Sunday after Epiphany. Nothing is said about the Conversion of St. Paul.
 
There was a lot of confusion about the dating of St. Joseph this year, but Rome answered in that case that of course the transferal of the feast applied to the EF as well. My guess, then, is that upon asking the commission will again answer in that fashion, but without that answer I would not presume to apply the OF decree automatically.
 
I think if we look at the spirit of the law, unless there is anything manifestly to the contrary, I would say the Conversion of St. Paul should be celebrated, given that it is the year of St. Paul and all.🙂
