If I was babtized Catholic at birth, but not a practicing Catholic, and was married by a Justice of the Peace to a non-Catholic; is this marriage considered valid?
Unless you have formally defected from the Catholic Church you are bound by canon law to marry in the Church or be dispensed from this obligation. A Catholic also needs dispensation to marry a non-Catholic.
