Western churches don’t perform Marriages. The two people Marry each other and if validly Baptized celebrate the Sacrament of Marriage as it’s ministers.

I might also add that Protestant Marriages between Protestants can be valid if they do not have any impediments standing in their way. Like freedom to Marry (no prior Marriages), not forced into Marriage, free consent, Etc.
