Do churches today still hold the vigil of Epiphany mass? I am looking for a church in San Francisco or Oakland that has the vigil of Epiphany mass with the blessing of Epiphany water.

The Mass exists but you’d have to search for places having it. Check out diocesan and parish websites.
 
the Vigil of Epiphany has been restored in the Revised Missal but there is no blessing of water.
