Is the fast 1hour before the eucharist is taken required on saturday vigils?
Or is it just on sunday.
 
It is tied to reception of Communion, regardless of day or occasion. The only exceptions are for those who are dying and those who must take medication.
 
is communion ever distributed at the beginning of mass, or is it always the end?
 
The order of Mass is set and cannot be altered. Even with multiple possible options, Communion is always [nearly] last.
