deliberately depriving anyone, even a person with severely reduced mental capacity, of food and water is essentially euthanasia by an act of omission.
“For a correct moral judgment on euthanasia, in the first place a clear definition is required. Euthanasia in the strict sense is understood to be an action or omission which of itself and by intention causes death, with the purpose of eliminating all suffering.” The Gospel of Life 65
There is no other possible outcome of depriving someone of food, or water, or both, except death. So the act is in itself immoral.
