What are criteria to decide between the lesser of two evils?

I was reading a paper titled The Doctrine Of The Lesser Evil The familiar premise states:

Faced with this dilemma, the doctrine of the lesser evil states that one should do
that which, in the circumstances, is the lesser of two or more evils.
Outside of the Judaeo-Christian tradition the doctrine was stated and approved by Aristotle and
endorsed by Cicero. Within the Christian Church the doctrine was officially stated at the 8th Council
of Toledo in AD 653, as well as being the solution offered by numerous Christian writers when dealing with cases of conscience.

What would be the criteria used for choosing the lesser of two evils? Least harm would be one, but what would some others be?
