What are the requirements for Friday abstinence on solemnities and feast days?

I have asked a number of priests and laymen for their understanding of the requirement to abstain and/or fast on Fridays which are solemnities or feast days. The responses for solemnities generally seems to be that we do not abstain/fast on days of celebration such as this. The response regarding feast days is less conclusive. Some say yes and some say no. Is there a definitive answer to the questioins?
