It actually was received by the Holy See.
As a point of procedure, the Holy See doesn’t approve of changes to the mass if those changes are outside of the specific liturgical norms. In this case, the cultural changes to the Mass do not take place within the firm liturgical rubric that the Holy See has set in place for those native Churches adapting the Mass to the local customs. In these cases when the changes fall outside the Holy See’s rubrics, then the official changes are approved within the local Episcopal conferences and the Holy See simply receives them. This happened for the Misa ng Sambayanang Pilipino in 1991. This is also a similar process for the Holy See accepting the American tradition for Extraordinary Ministers of Communion to bless (not with the host) those who do not wish to receive the Blessed Sacrament during the Mass.
