What council established the books of the New Testament?

The Council of Rome, which Jerome organized in 382 on behalf of Pope Damasus I, is chiefly (or solely) remembered for settling the canon of Sacred Scripture. It isn’t a question I’ve ever needed to examine in detail – I’m just repeating what seems to be the generally accepted view.
