What does Isaiah 45,7 mean?

Isaiah 45,7 " I form the light, and create the darkness, I make weal and create woe; I, the LORD, do all these things." Does He imply that He created evil?

I form the light,
and create darkness:
I make peace, and create evil:

No. Evil it does not exist in its own right but is is a falling away from good so in this sense it would be wrong to call evil a substance.
 
It’s actually a very philosophical question with a very simple answer. Of course, I’m sure not everyone would agree with my understanding.

In the beginning with Adam and Eve there was no good or evil, They just were. Once the disobedience was committed there became good and evil. Good is living your life in accordance with the Will of God, evil is all other things. This is where the degree of sin comes into play. Is it evil through ignorance, or evil through intent? There are many things to consider as good and evil cannot exist without one another. How can you define something as good if you cannot define something with evil? There are interdependent.
