What does the Catholic church say about physically punishing a child?

In class today I heard the phrase “save the rod, spoil the child.” Someone said it is in “the outdated book.” I’ve never seen this phrase or heard it before. Please explain it. Where can I find it in the Bible if it is stated in there.
