What does the Church mean when it requires at least an hour of fasting before Mass?

When the Church requires fasting for one hour before Mass, does this mean one hour before receiving the sacrament or one hour before the start of the liturgy?

My Sunday Mass begins at 10:00 a.m. which means that I receive the Eucharist at about 10:45. I’m usually done with breakfast by 9:30 a.m. Does this satisfy the practice of fasting? If not, what damage to my spiritual life have I done so that I may repent?

Fasting must begin at least one hour before receiving the Eucharist. If you finish breakfast at 9:30 and do not receive the Eucharist until 10:45 you have satisfied the obligation.
