What does the Church teach about tattooing?

In Leviticus 19:28 it says tattoos shouldn’t be put on your body. A couple months ago I was learning in school about the new testament and saw that during the days before Jesus, the book of Leviticus was use to teach the priesthood and wasn’t used for the common person. Does this mean that the rule of no tattooing does not apply to the common person? Or does it?
