Is a Deacon Candidate someone who has completed a certain amount of training for the deaconate, or is it anyone (including a man still in undergraduate theological studies) who wishes to complete the studies required to become a Deacon?

It is a person who has been formally been admitted to candidacy by the bishop. This happens by means of a specific liturgical rite and those who are so admitted have undergone a period of aspirancy, or preliminary training and discernment.
