What is needed for a sacramental marriage?

Catholic & protestant get married in the Catholic Church. Dispensation is given to the catholic & if need be to the protestant. Is this marriage considered a sacramental marriage?
 
All marriages between two baptized persons who are free to marry are considered to be a sacrament.
