They are not in union with the Catholic Church. They are claiming to have a valid line of Apostolic Succession but I haven’t seen any proof that they trace back to a recognized validly ordained Bishop.
If they do not have valid Apostolic Succession then they are in the same situation as Protestant faith communities.
If they do have valid Apostolic Succession then they would be in the same situation as the Old Catholic Church, which while having valid sacraments is not in communion with the Catholic Church.
