What is the date that the celebrant only rule came in for Good Friday?

Hallo and I hope you can help. I cannot locate anywhere the date, encyclical or decree that brought into force that only the celebrant was to receive Communion on Good Friday. Can you help please
 
Dear friend,

I don’t know where you have been on Good Friday. The priest is not the only one who receives the Eucharist on that day. The faithful receive as well. It’s not Mass. It’s a Communion service with hosts that were previously consecrated.
