What would be your opinion regarding this type of Christian?

Unless, as I mentioned, said person can use public transportation or ‘shanks’ mare’ in a city large enough for a prison or jail, or a small cottage hospital or nursing home, but not large enough for a Catholic church (perhaps a town in the South or West), or where the person can get around for short hops but the nearest Catholic Church is so far away and the person has health or financial issues that would preclude such trips, or the Catholic church available does not offer a valid Mass.

Granted the circumstances would be unusual, but by no means unheard of, in any of the above.

It is interesting that the OP asked what we would THINK of a person who did ‘ministries and devotions’ but did not attend Mass, but did not give us the actual reasons for not attending.

I just thought of another possible reason for not attending Mass, and that is a mental disorder. Perhaps there are specific issues related to an incident that occurred in a church or with a priest. The person could be ‘fine’ to function in places outside the church, and to pray devotionals, but might not be able to actually attend church itself.
 
IF they are ABLE to go and CHOOSE “not” to then they ARE in sin!
IF they desire to go but CAN’T because of distance, or work then they are exempt!
There was a point in my life when I worked in group homes and my hours were such
that I could NOT attend a weekend Mass, however, I was able to make daily Masses
and did so. I spoke to a priest in the confessional and he said that it was fine that I
did NOT make weekend Masses because someone HAD to care for these developmentally
delayed individuals and that I was carrying out the work of God, AND that I was fulfilling my
obligation by attending Mass during the week when I was able to.

I’d think it was very odd and wonder if they had something against church, but not religion.
 
They need to go to Mass and celebrate in the Eucharist would be my opinion, if it is possible.
 
When I had to be home to care for a very ill relative, I greatly missed the Eucharist. I longed for it! When he had time, Father would bring it to me.
