When did Mount Sinai become holy?

The original “Ten Commandments” movie was on this weekend, and it made me think of the Mountain. Why was Mount Sinai Holy ground when Moses first saw the Burning Bush? Is there a history to Mount Sinai earlier than the Moses Story, or did it become Holy because of God intervening there with Moses?
