When is the appropriate time for announcements/speakers during Mass?

Is there a correct time for announcements like “the parking lot is being repaved” ?

What about missionaries who come to speak about their work? It seems like they always displace the homily.

Per the GIRM:
  1. The concluding rites consist of
** 1. Brief announcements, if they are necessary;**
2. The priest’s greeting and blessing, which on certain days and occasions is enriched and expressed in the prayer over the People or another more solemn formula;
3. The dismissal of the people by the deacon or the priest, so that each may go out to do good works, praising and blessing God;
4. The kissing of the altar by the priest and the deacon, followed by a profound bow to the altar by the priest, the deacon, and the other ministers.

When I hear missionaries give the homily they manage to find a way to tie it into the readings for the day in some way.

Both should be after the final Blessing.
 
Missionaries who give the homily, relating it to their work and the Scriptures of the day may do so if they are ordained to at least the order of Deacon. Missionaries who have not been ordained, it is my understanding, may give a brief talk about their work after the Celebrant or Deacon has given the homily. They may also give their talk during the part of the GIRM cited above.

Announcements like: “The Youth Group has a bakesale in the gathering space,” and “The parking lot is being repaved,” probably should go in the bulletin, but they may go between the post Communion prayer and the Dismissal (which is the part of the GIRM cited above).

A religious sister gave a talk about her missionary work after the priest introduced her. I don’t think “Here is Sister XYZ, and she will be talking about her missionary work.” constitutes a homily.🤷

A significant number of parishomers leave right after communion, or during the final hymn.😊
 
In our parish, the missionaries will sometimes speak briefly after the homily or perhaps just before the final blessing while they may be taking up a second collection. But, stuff about the “parking lot” or the youth group is usually right before the final blessing.
