When will the Consecration of Russia to Our Lady happen?

Shalom,

I am just wondering, will Pope Francis be the Pope to consecrate Russia to Our Lady of Fatima, as requested by the Message of Fatima in Portugal? I understand that Pope Francis will consecrate the world to Our Lady in October, but I wonder if he will specifically also mention Russia?

Why has no Pope done so for so long?
