Where can I find an english copy of “Powers of the Pope and Church Councils” (approx. title), by Francisco de Vitoria?

Not in there, and I checked before too.

It is literally the one work of Vitoria’s of a political nature not in the anthology. And reading it is pretty important to me so you can imagine my frustration at it being excluded from such a volume.

Is there anyone who can find it? I’m even willing to accept a Latin or Spanish translation.
