As a pontifical server in the Diocese of Peoria (Illinois) I was taught to bow to the altar during Mass, but to reverence the tabernacle (if Jesus is in it) while Mass was not going on. Is this exclusive? In other words, is it more proper to bow to the altar than to the tabernacle during Mass? If so, do you know the reason for this?

Yes, if the Tabernacle is seperate from the Altar, it is more proper to bow to the Altar during Mass. You will see this even with the Priest and Deacon, both will kiss the Altar.

Those bringing up the Gifts will also bow towards the Altar after their duty is complete.

It is the focus of Mass, the point of the re-presentation of Calvary. It will become Golgatha before us.

Prior to the start of Mass though, like when you are taking your seat, genuflect towards the Tabernacle, as that is where Christ is currently present.
